Focusing on new innovation industries and utilizing data from the strategic plan, this council will work to identify top potential firms for attraction and growth for the market, and also in addressing obstacles such as venture capital investment in the market while leveraging UNM Anderson partnerships.

Charles advises organizations to create digital, data-driven platforms that evoke childlike wonder and provoke faster, smarter, and more intuitive decisions.
Under Charles’s leadership, RS21 has been recognized as a “Fastest Growing Company” by Inc. Magazine and Albuquerque Business First, and a “Best Place to Work” by Fast Company and Albuquerque Business First. Over five year’s time, Charles has positioned RS21 as an innovative data analytics company with nearly 60 employees, including scientists, analysts, policy experts, business development professionals, programmers, engineers, and designers. The team provides advanced analytics to support efforts in healthcare, community safety, infrastructure resilience, security and cybersecurity, and disaster preparedness.
Prior to starting RS21, Charles led the Resilient Cities Program at Sandia National Laboratories. He holds a Master’s Degree in Public Policy from American University in Washington, D.C., and a Bachelor’s from the University of Missouri.
