Celina Bussey

Celina Bussey is a Specialist Leader in Deloitte’s Government and Public Sector practice and serves as a subject matter expert for Labor and Workforce Development, which encompasses the program domains of Unemployment Insurance, Workforce, Worker’s Compensation, Disability and Paid Family Leave.
She has worked with state and local government agencies, higher education and the private sector for nearly 20 years. Key relevant experiences include:
- Led multiple successful unemployment insurance modernization projects, completely replacing legacy processes and technology
- Led program integrity projects for the National Association of State Workforce Agencies to reduce overpayment and fraud
- Led development of uDetect, an innovative business and technical solution that combines predictive analytics and behavioral “nudges” to prevent overpayments and fraud
- Provided leadership on workforce and reemployment technology modernization projects and related contact center implementations
Celina received a Bachelor of Arts in Political Science and Communications from the University of New Mexico.
